Ex-president of Bolivia, Quiroga, says that José Miguel Insulza, secretary general of the OAS, is at the disposal of Chávez. While Quiroga's statement may very well be true, particularly based on Insulza's behavior following the RCTV closure, it may hurt Bolivia's chances in procuring an outlet to the sea .
